POSITION OVERVIEW:
Patrols buildings, parking areas, work sites, and City properties to protect against theft, vandalism, and trespassing; assists public with information; and performs relief parking, Cashier Clerk tasks and manual labor as needed.
SUPERVISION RECEIVED:
Receives general supervision from Manager of Facilities and Energy or Director of Support Services or a designated supervisor. Works independently.
SUPERVISION EXERCISED:
May assist lead task supervision to relief of seasonal workers.
EXAMPLES OF ESSENTIAL DUTIES:
1. Patrols on foot City buildings/properties, parking garages, facilities, parks, property yards, and/or work sites. Inspects doors, windows, and gates to assure security. Notes any vandalism or repair needs and reports it to the supervisor.
2. Greets public in buildings, parking garages, or work sites. Responds to questions. Assists elderly or disabled persons as necessary. Prevents loitering in public areas by advising public of City ordinances. Issues parking tickets for parking violations. May notify Police of violations or need for assistance. Notifies Police of suspicious activities or of apparently abandoned automobiles in parking areas.
3. Ensures buildings, vaults, safes and all areas are secure.
4. Understanding of the functionality of security, emergency and fire alarm systems.
5. Performs relief work as a Cashier Clerk at City Parking Garages. Receives short-term and long-term fees. Records information and submits report to supervisor. Makes minor repairs or adjustments to parking ticket machines, cashier stations, gates and related software.
EXAMPLES OF INCIDENTAL DUTIES:
1. Sets up and tears down chairs, table and equipment in meeting rooms and function rooms. Uses power mower to mow grass. Uses snow blower and shovels to clear snow from entrances and walks. Performs manual labor as required. Responds to winter and other emergencies, as necessary.
2. Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
A working knowledge of ordinances and state laws pertaining to trespassing, loitering, vandalism, and related property violations. A working knowledge of buildings, parking facilities and other properties. Ability to use and operate security checkpoint station equipment. Ability to follow written and oral instruction. Ability to establish and maintain effective working relationships with other employees and the public, and to resolve stressful situations in a positive and firm manner. Ability to acquire skills to perform Cashier Clerk and Custodian duties.
MINIMUM QUALIFICATION REQUIRED:
The skills and knowledge required are graduation from high school and two (2) year experience in security, watchperson or police work; must possess the basic knowledge of security alarm systems including building access control systems: or any equivalent combination of education and experience.
LICENSE AND CERTIFICATE:
Connecticut Motor Vehicle Operator’s license; Class B CDL desirable. Connecticut Guard card is desirable.
PROBATIONARY PERIOD:
The probationary period for this position shall be twelve (12) months.

PASSING GRADE: The minimum passing grade is 70%.
DURATION OF OPEN COMPETITIVE EMPLOYMENT LIST:
A certified employment list shall be in effect for one year from the date of its establishment by the Civil Service Commission. Subsequent to the initial certification of the employment list, no sooner than 10 months and no later than 11 months and 29 days from date of initial certification, the Commission may, upon the showing and finding of exigent or extenuating circumstances, extend the duration of the list when it is deemed to be in the best interest of the City. The City, or any individual, may request that consideration of extension be placed on the Civil Service regular meeting agenda by notifying the Personnel Director no later than one calendar week prior to the monthly meeting. The maximum period of time that a list shall remain in effect is two years from date of initial certification.
RULE OF THE LIST:
Names of all eligible candidates on the open competitive employment list will be forwarded to the appointing authority for employment consideration.
PHYSICAL EXAMINATION:
Prior to beginning work, the successful candidate must complete and qualify on a City medical examination (including a drug screen) and a background check.
PHYSICAL EXERTION/ENVIRONMENTAL CONDITIONS:
This position is primarily located outside in a parking garage. Physical effort required in performing duties, including walking and/or standing for extended periods of time, riding a bicycle, climbing flights of stairs all day long. May be exposed to all weather conditions, including heat, cold, snow and rain. Some driving may be required to carry out duties.
REASONABLE ACCOMMODATION IN TESTING:
All requests for reasonable accommodations in the testing process must be made in writing, no later than the closing date for applications. Documentation of the disability for which the accommodation is being requested, and what specific accommodation is being requested, must be received no later than two (2) weeks after the closing deadline for applications. The candidate’s failure to provide documentation which satisfies the City’s requirements by the timetable above will result in an inability to provide an accommodation in the testing process. However, the candidate who meets the minimum qualifications for the position would still be eligible to complete with all other candidates in the standard testing process.
